U.S. says Libya puts "substantial" money in fund

WASHINGTON (Reuters) - Libya has deposited a "substantial" sum of money into a $1.8 billion fund for victims of terrorism but payments can be made only when Tripoli gives the remaining agreed amount, the United States said on Thursday.
